Promoting Integrity Across Al-Quds University

At Al-Quds University, ethics is not an afterthought—it is an institutional priority. To uphold this principle, we have established the Office for Ethical Compliance (OEC), a centralized body that ensures integrity, transparency, and ethical behavior across all levels of the university.

The OEC is tasked with guiding and safeguarding the university’s ethical culture—supporting students, staff, faculty, and administrators in upholding the highest standards of academic and professional conduct.


👤 Leadership and Oversight

The Office is led by a dedicated Ethical Compliance Officer, appointed by university leadership and equipped with expertise in ethics, law, and public administration. This official oversees implementation of university-wide ethical policies and coordinates compliance across departments.


📋 Core Responsibilities of the OEC

1. Policy Development and Review

  • Drafts, updates, and monitors ethical codes, anti-corruption policies, and professional conduct standards.

  • Ensures all ethical guidelines are aligned with Palestinian law, global standards, and the university’s mission.

2. Training and Workshops

  • Hosts mandatory ethics training for new staff, faculty, and department heads.

  • Organizes specialized seminars on:

    • Academic and research integrity

    • Ethical decision-making

    • Preventing discrimination, bias, and misconduct

3. Ethical Compliance Monitoring

  • Conducts internal audits and departmental reviews to evaluate ethical practices.

  • Issues compliance scorecards and improvement reports to deans and senior leadership.

4. Advisory and Consultation

  • Offers confidential ethics consultation services to anyone in the university community.

  • Provides guidance on handling conflicts of interest, authorship disputes, and workplace dilemmas.

5. Complaint Handling

  • Maintains a secure reporting system (via hotline and email) for reporting violations of ethics or institutional conduct.

  • All reports are handled confidentially, with non-retaliation protections in place.

6. Awareness and Campaigns

  • Leads ethics awareness initiatives across campuses, including:

    • “Ethics in Action” Week

    • Ethics booths and pop-up dialogues

    • Social media campaigns on academic honesty and inclusion
